Рассматривается феномен информации в контексте значимости операций, проводимых с ней, для эволюции видов и влияния информационных процессов на человека, развитие человеческого общества, приобретение социумом новых качеств, а также сущность и историческое развитие информационных революций от зари человечества до сего дня, их особенности. Анализируются некоторые институциональные изменения в обществе, вызванные пятой и шестой информационными революциями, эффекты от этих изменений, реальные и возможные. Исходя из того, что механизмы информационного взаимодействия неотделимы от человеческого бытия, а развитие информационных технологий в последние десятилетия носит стремительный, взрывной характер, исследование его последствий в данной статье, равно как и их прогнозирование, призваны доказать, что сам прогресс человечества определяется информационными процессами, их эффективностью, и что сейчас, учитывая принципиальное отличие текущей информационной революции от всех предыдущих, колоссальное значение для развития государства и его общественных институтов приобретает стратегическое планирование, формирование долгого взгляда при принятии ключевых решений, поскольку векторы, задаваемые сегодня этими решениями, уже в самом ближайшем будущем повлияют буквально на все стороны жизнедеятельности человека. |

Shtemenko Krasnodar Higher Military School, Krasnodar, Russia} % Организация \abstractEng{The article considers with the phenomenon of information in the context of the significance of operations carried out with it for the evolution of species and the impact of information processes on man and on the development of human society, on the acquisition of new qualities by society, as well as the essence and historical development of information revolutions from the dawn of mankind to the present day, and their features. Also, some institutional changes in society caused by the fifth and sixth information revolutions and the effects of these changes, real and possible, are considered in more detail. Based on the fact that the mechanisms of information interaction are inseparable from human existence, and the development of information technologies in recent decades has been rapid and explosive, the research of its consequences in this article, as well as their forecasting, are called to prove that the progress of mankind itself is determined by information processes, their efficiency, and that now, given the fundamental difference between the current information revolution and all previous ones, strategic planning and the formation of a long-term view when making key decisions are acquiring colossal significance for the development of the state and its public institutions, since the vectors set by these decisions today will affect literally all aspects of human life in the very near future. |
